About this Call for Proposals:
The BE-Relieve Ukraine intervention supports Ukraine’s Build Back Better ambitions and EU accession perspective through actions focused on infrastructure and energy, health and social protection, and skills and employment. The skills and employment component prioritises investments in training infrastructure, the transformation of VET institutions into Centers of Vocational Excellence (CoVE), and the improvement of employment ratios and company productivity through Active Labour Market Policy (ALMP) measures.
These actions are implemented through a competitive ALMP Facility (ALPMF), operating via competitive Calls for Proposals (CfPs) to strengthen labour market mechanisms, support the transition from unemployment and inactivity to employment, and foster partnerships between the private sector, civil society, and labour market actors.
Jobs for the future are occupations and skills sets expected to develop and/or remain in high demand and resilient amid economic, technological, and societal transitions. In the European Union accession context, these professions prepare the Ukrainian labour market and economy for the Competitiveness Agenda, the European Green Deal, and the twin transition—green and digital—by fostering innovation, sustainability, and strategic autonomy, while supporting climate neutrality by 2050, energy security, and inclusive growth.
Aligned with Building Back Better principles in Ukraine, they emphasise resilience and sustainability in recovery strategies and reconstruction efforts. From a TVET standpoint, these jobs require adaptable technical and transversal skills, lifelong learning, and strong cooperation between education systems and industry.
The general objective of this Call for Proposals is to prepare the Ukrainian Labour market for technological and economic innovations through a frontloading of new skills sets. The specific objective is providing employers with a labour force that gained new skills related to technological evolutions and new job profiles.

Description :
The call is conducted within the ALMP Facility project of the BE-RELIEVE Programme with the aim of increasing employment levels and developing market-relevant professional skills among the population of Ukraine. The funding is aimed at supporting short-term professional development programmes, designed in partnership with employers and oriented to labour market needs, as well as programmes for career guidance and job-seeking support.
The Call for Proposals aims to ensure inclusive education and vocational training while enhancing a skilled workforce for recovery, with the specific objective of increasing productivity through a skilled and inclusive workforce. Priorities include enhancing employability of unemployed and underemployed individuals, including vocational and higher education graduates and youth workers; supporting continuous learning and lifelong learning through training needs analysis and links with the world of work; creating new technical upskilling and vocational reskilling pathways aligned with labor market demands; addressing skills gaps to help youth and workers adapt to changing environments; strengthening collaboration between the private sector and training providers; involving the private sector in identifying, designing, implementing, and evaluating training programs; and fostering innovation in training methodologies and technologies for greater effectiveness and efficiency.
