Enabel partners with Belgian, European and international companies because we are convinced that working with the private sector is key to tackle global challenges and enable significant socio-economic change.
Enabel seeks to unlock the potential of the private sector in the framework of Belgium’s and the EU’s engagements in Africa, responding to partner countries’ requests to attract more private investments. By engaging in key sectors like energy, agriculture, climate change, digitalisation and mobility, we tackle urgent global challenges while opening doors to fast-growing markets.
Enabel as an enabler, companies as investors
The private sector is a key driver of inclusive economic growth, innovation and job creation. It plays a crucial role in international cooperation. Enabel fosters private sector engagement by creating an enabling environment for international buyers, suppliers and investors. Enabel does so by engaging in the policy dialogue, by strengthening local partners and upskilling the workforce, by strengthening local value chains to facilitate exports, and by optimising distribution networks that facilitate imports and investments.
While private companies bring in capital and technology, Enabel supports systemic change and fosters partnerships to develop project pipelines.
Leveraging the strength of Team Belgium
As an instrument of Belgian foreign policy, Enabel is uniquely positioned to activate the full strength of Team Belgium, including the Belgian Investment Company for Developing Countries BIO, the public credit insurer Credendo, the Federal Holding and Investment Company SFPIM, regional trade agencies such as Flanders Investment & Trade (FIT), the Walloon export agency AWEX and hub.brussels, impact investors, philanthropies and chambers of commerce.
By combining the added value of Team Belgium with the resources, the knowledge and the expertise of the private sector, we can create a comprehensive and effective ecosystem for solid socio-economic progress. Belgian leadership in sectors such as port infrastructure, health care, and sustainable energy positions us – and our partners – uniquely to co-create solutions for the global challenges while driving Belgian competitiveness.
Expertise rooted in local knowledge
Our strength lies in our strong local presence and deeply trusted networks. By partnering with Enabel, companies gain access to local companies and institutions, and sector expertise that can strengthen operations and de-risk investments. Enabel’s operational capacity and stakeholder engagement complements our private partners’ priorities by ensuring that activities are relevant and effectively implemented.
We promote peer-to-peer partnerships and co-creation between Belgian and local companies driving innovative and forward-looking solutions. This ensures long-term success beyond a project’s term, and enhances the impact of Belgian expertise abroad.
Since January 2023, our shops carry the product of a new value chain partnership: medjoul dates from Morocco. This is the result of cross-fertilisation between the areas of expertise of Enabel and of Colruyt Group. Enabel, for instance, has local staff in Morocco who know the local ecosystem very well and are able to follow up project operations. That local knowledge is crucial for developing a successful international partnership.
Success stories
Investing in climate finance
Enabel accompanies governments to integrate climate priorities into national planning, fiscal policies and financing strategies. In Mozambique, Enabel supports the Ministry of Finance in shaping policies on circularity and fiscal measures related to waste, and contributes to projects focused on waste management and recycling.
This kind of support strengthens local ownership, which is essential to advancing coordination across public and private actors and to achieving impact at scale. Public-private partnerships in waste collection and waste separation, supported by Enabel, can be linked to private initiatives in the field of recycling.
Enabel also supports the creation of policy frameworks allowing private companies to tap into carbon markets.
Improving local value chains
In Côte d’Ivoire, Enabel works with Puratos, a Belgian producer and supplier of industrial bakery products, to support cocoa farmers in improving fermentation and drying processes. Puratos’ share of the partnership involves investment in cocoa processing units and training of farmers. Enabel supports marketing and management and facilitates fair trade certification in line with EU regulations on deforestation.
Investment in processing and training grows both local and export value, and complies with EU sustainability rules.

Sourcing innovation
To encourage innovation, Enabel posts calls for proposals from private companies or organisations. In collaboration with the NIDO innovation lab of the Belgian Federal Public Service Policy and Support (BOSA), Enabel launched a call for innovative ideas to support the dairy sector in Niger and Mali in terms of hygiene and quality standards and to strengthen the cold chain. In Niger, Leuven-based startup IKIC.cool tested a cold-chain technology to improve milk collection.

Leveraging corporate philanthropy and Corporate Social Responsibility
Enabel can also receive funding through corporate philanthropy or Corporate Social Responsibility (CSR) programmes. These donations can support both existing and new projects. In Niger and Burundi, the Gates Foundation funds Enabel to implement a project aimed at reducing the malaria burden in Africa: this project focuses on enhancing healthcare centres, scaling up effective tools, improving disease surveillance, and advancing data-driven decision-making for malaria control.
