Official tools and resources

1. Belgian public procurement tools

The Federal Public Service Policy and Support (FPS BOSA) portal brings together the regulatory framework applicable to public procurement and concessions, including laws and decrees, European legislation, as well as circulars and guides, in French and Dutch. You will also find below Enabel’s translations of some of the regulations into English.

Practical tips: Please refer to this resource to understand the general framework. When preparing your tender, you should give priority to meeting the specific requirements set out in the Tender Specifications and the contract notice.

→ Law of 17 june 2016 on public contracts
→ Royal decree of 18 april 2017 on the award of public contracts in classical sectors
→ Royal decree of 14 january 2013 establishing general rules for the performance of public contracts
→ Law on reasoned decision-making, information and review procedures for public contracts and for certain works, supply and service contracts and concessions

2. The SPF BOSA’s e-procurement helpdesk

The helpdesk provides support to users of the e-Procurement platform. The helpdesk page provides access to a help centre, instruction videos, a contact form and the support team’s telephone numbers.

Practical tips: Please use this service if you are experiencing difficulties with using the platform or submitting a tender. Do not wait until the last minute: test your access, your files and your signature method well in advance.

→ Access the e-Procurement helpdesk

3. SPF BOSA’s signing box

Signing Box enables users to digitally sign PDF or XML documents and to verify the validity of a signature applied to these formats.

Practical tips: Before submitting your tender, please check that the signature used meets the exact requirements set out in the procurement documents.

→ Open Signing Box

4. The European Commission’s eSignature Validator (eIDAS)

The eSignature Validator is an official tool provided by the European Commission that enables the technical validity of electronic signatures and electronic seals to be verified in accordance with the eIDAS Regulation (EU) No 910/2014 and the applicable ETSI standards. It analyses signatures on various types of documents and, in particular, assesses their level of qualification (simple, advanced or qualified).

Practical tips: Before submitting your tender, please check that the signature used meets the exact requirements set out in the procurement documents.

→ European Commission’s eSignature Validator

5. European Commission’s DSS (Digital Signature Services) Demonstration WebApp

The European Commission’s DSS (Digital Signature Services) platform enables the technical validity of electronic signatures, electronic seals, time stamps and digital certificates to be verified. This demonstration tool is based on the DSS engine used in the eIDAS ecosystem and enables a detailed analysis of the technical elements of a signature in order to verify its compliance.

Practical tips: Before submitting your tender, please check that the signature used meets the exact requirements set out in the procurement documents.

→ DSS Demonstration WebApp – Validation

6. EU/EEE Trusted List Browser

This European Commission tool allows you to view the national lists of qualified trust service providers. Searches can be carried out, for example, by type of service, by name or using a signed file.

Practical tips: Use this when you need to check whether the service provider or certificate used for your signature is included in a trusted list. This check is particularly important when a qualified electronic signature is required.

→ Check the eIDAS trusted lists

7. Electronic ESPD

The European Single Procurement Document (ESPD) is a declaration on honour used as preliminary evidence, in particular regarding grounds for exclusion and selection criteria, in public procurement procedures that reach the European thresholds.

Practical tips: Please complete all the required sections and ensure that the ESPD, your tender and your company details are consistent. The ESPD does not replace any evidence that may be required in accordance with the procurement documents. In some cases, the contract notice includes an integrated ESPD, so it is not always necessary to generate the ESPD yourself via the website below.

→ Complete the ESPD online

8. eCertis

eCertis helps you to understand what kind of evidence you can use in public procurement to fulfil a specific requirement in a European country.

Practical tips: This tool is particularly useful for tendering in another country within the European Union. Search for the relevant requirement or evidence, select the relevant country, and then check that the document provided does indeed meet the tender requirements.

→ Access eCertis

Enabel expects its stakeholders, including its works contractors, suppliers and service providers, to behave in accordance with its integrity requirements.
