Brussels, 2nd February 2026 – Enabel welcomes senior public-sector energy delegations from Moldova, Ukraine and Palestine to Belgium for an intensive study tour from 2 to 6 February 2026. The programme will combine site visits and targeted exchanges with leading Belgian public and private actors to explore energy efficiency in buildings, ESCO mechanisms, EU grid integration, battery energy storage systems (BESS) and battery circularity.

The week will feature engagements with a wide range of Belgian stakeholders across the energy ecosystem, including Elia, Brussels Environment, Engie, Umicore, Sortbat, Sibelga, Deplasse, Vlaams Energiebedrijf (VEB), Homegrade, Yuso, Ampacimon, Octave and Coopeos. These interactions are designed to enable peer-to-peer learning on policy, regulation and operations, as well as hands-on exposure to Belgian innovations and project execution models.

“Across Europe and its neighbourhood, accelerating the energy transition requires practical cooperation between public institutions and operators. By opening doors to Belgian knowhow we aim to catalyse concrete partnerships that deliver results on the ground,” said Jean Van Wetter, CEO of Enabel.

A focused, two-track technical agenda

Delegations will engage in briefings, onsite demonstrations and Q&A sessions with Belgian experts throughout the week. To match country priorities, the programme is structured around two complementary tracks:

  • Energy efficiency & ESCOs (public buildings, municipal services, measurement & verification, financing models, and onestopshop approaches).
  • Battery energy storage systems & grid integration (market design, congestion management, aggregation, transmission & distribution system operations, battery circularity).

Participants and partners

The tour brings together policy-makers and technical experts from ministries of Energy, Energy Efficiency Agencies and Transmission System Operators of Moldova and Ukraine, both advancing EU energymarket integration, and from the Palestinian Energy and Natural Resources Authority (PENRA), enabling a rich exchange of regulatory perspectives and implementation experiences.

Why Belgium

Belgium’s energy transition features advanced market coupling, grid digitalisation, and an active ecosystem in storage and battery circularity, alongside strong public sector leadership on building standards and municipal energy performance.

The tour showcases these assets while fostering practical, scalable cooperation opportunities between Belgian actors and peer institutions in participating countries.
