Evaluation of instruments to respond to international cooperation partners’ expectations
In 2025–2026, Enabel undertook a strategic evaluation of its instruments, commissioning Technopolis and FERDI to assess how well its current and past instruments respond to the evolving expectations of partner countries and financing partners.
The evaluation also explored how Enabel could strengthen and diversify its toolbox in a context marked by declining public funding, changing geopolitical priorities and a growing focus on investment and private-sector engagement.
The evaluation confirmed Enabel’s strong comparative advantages, including its local presence, close relationships with partner-country authorities, sectoral expertise and capacity to strengthen institutions and local ecosystems. It also highlighted the need for more integrated, flexible and scalable approaches that combine technical assistance, grants, partnerships and other financing instruments.
The findings and recommendations will support Enabel in gradually strengthening its role as an investment facilitator, helping turn promising ideas into viable projects and mobilise additional public and private resources for sustainable development impact.
